[23] Create a new layer fill the selection with this color coding #c8dee4.
[24] Create a new shape with the help of Polygonal Lasso Tool.

[26] Take the Pen Tool create a shape as shown image below.
[27] Take the Brush Tool use these settings.
[28] And now take the Pen Tool again then right click to select the Stroke Path use these settings.
[29] Your image will be look like this.
[30] Repeat step 26,27,28
[31] Your final image will be look like this.
