[1] Take a new file of 400 pixels,400 pixels, of resolution 72 dpi in the RGB mode.

[2] Now take the Elliptical Marquee Tool, make the new layer crate a shape and fill with Black color.

[3] Go to Blending Option use the following settings.

[16] Make the new layer create a shape fill with Black color.

[17] And now change the Blending Mode Overlay.

[18] Your image should be look like this.
