[1] Take a new file of 500 pixels, 200 pixels, of resolution 72 dpi in the RGB mode.

[18] Similarly create another duplicate.

[19] Take the Elliptical Marquee Tool create a new shape make the new layer and fill the selection with this color coloding #780021.

[20] Now go to Blending Option use the following settings.

[21] Your image will be look like this.

[22] Reduce the fill value 0%.

[23] Your image will be look like this.

[24] Insert an icon image over the circles.
